Initiated in 2010 on the premise that effective development requires a bottom-up approach, the Centres of Excellence (COEs) for Gender Mainstreaming collaborate with local authorities to enhance gender representation and participation in decision-making. 

This initiative utilises a comprehensive blend of evidence-based research, action planning, and capacity building to implement flagship projects aimed at ending gender-based violence and economically empowering survivors.
