Introduction

Hlotse Urban Council is located in the Leribe district and is a very important market town in Lesotho. It is situated on the Hlotse River, near the South African border. The town was founded in 1876 by a British missionary, Reverend John Widdicombe. It was a colonial center until Lesotho gained its independence.
The Hlotse UrbanCouncil is the local governing body for the town of Hlotse, operating under Lesotho’s decentralised local‐government framework. As an urban council, it holds responsibilities such as service delivery (including sanitation and waste management), land and property regulation, infrastructure oversight and public participation in governance.
