Situated at an elevation of around 1,700 m or more, the council covers a multitude of villages such as Bothoba-Pelo, Ha ‘Methe, Ha Keoamang, Ha Kome, Ha Letele and many others.The area is part of Lesotho’s mountainous highland environment, which influences both the settlement patterns and the access to infrastructure (such as roads and water supply).

The community council is charged with local functions such as land and natural-resource oversight, rural access roads, water supply, sanitation and community‐based economic development. For example, Motanasela Council is part of a project to construct sanitation facilities for vulnerable households upstream of the Metolong Dam, indicating its involvement in basic service delivery in the region.
