Introduction

Siloe is a rural community located in the Quthing District of southern Lesotho, an area known for its scenic highland terrain, traditional Basotho culture, and strong agricultural roots. The community is composed of several villages that rely on farming, livestock rearing, and small-scale commerce for their livelihoods. Siloe is also known for its historic mission presence and longstanding educational and health institutions, which have helped shape the social fabric of the area. Despite geographical challenges typical of Lesotho’s mountainous regions, Siloe remains an active centre of community life, where residents maintain close social networks and shared cultural practices.
The Siloe Community Council, recognized as a Centre of Excellence (COE) under initiatives such as the Gender Links local governance programme, plays a central role in guiding development and service delivery within the community. Through the COE framework, the council works to integrate gender-responsive planning, promote inclusive participation, and strengthen local governance structures. Its efforts include improving access to essential services, supporting community safety initiatives, and creating opportunities for economic empowerment—especially for women and youth. By combining traditional leadership with modern administrative responsibilities, the Siloe Community Council COE serves as a key driver of sustainable and equitable development across the villages it represents.
