Introduction

Mashaleng is a rural community council located in the Quthing District of southern Lesotho, an area known for its rugged terrain, scattered villages, and strong agricultural traditions. Like many parts of Lesotho, Mashaleng is characterized by a landscape of highlands and valleys where residents rely heavily on subsistence farming, livestock rearing, and small-scale trade. The community is made up of numerous villages that share close social ties and cultural traditions rooted in Basotho heritage. Despite its rural setting, Mashaleng plays an important role in the district’s social and economic life, serving as a focal point for local gatherings, educational services, and community development activities.
The Mashaleng Community Council, often recognized as a Centre of Excellence (COE) under the Gender Links local governance programme, is responsible for coordinating development initiatives, improving service delivery, and promoting inclusive governance. Through the COE framework, the council works to mainstream gender equality in planning, budgeting, and community engagement while strengthening participation from women, youth, and marginalized groups. Its efforts include promoting safer communities, improving access to essential services, and supporting local economic empowerment projects. By integrating traditional leadership with modern governance structures, the Mashaleng Council COE plays a central role in shaping sustainable development and fostering social wellbeing throughout the area.
