Introduction

Tenesolo is a community council situated in the Thaba‑Tseka District of Lesotho, located roughly 80 kilometres north of Thaba‑Tseka town.  Because of its remote, mountainous terrain, the council performs a vital role in local development: it oversees basic services like water and sanitation, infrastructure maintenance, and participatory planning that engages women, youth, and people with disabilities.

The Tenesolo Community Council COE (Centre of Excellence) reflects Tenesolo’s participation in Gender Links’ gender‑mainstreaming initiative in local government. As one of the first four councils in Thaba‑Tseka District to join the COE programme, Tenesolo has made significant strides in promoting gender-sensitive governance — for example, by instituting gender-aware recruitment and promotion policies, allocating a dedicated gender‑equality budget, and ensuring strong participation from marginalized groups in decision-making.  Through these efforts, the council has strengthened its institutional capacity to address issues such as family‑friendly policies, local economic development, and climate resilience while centering gender equality in its development agenda
