Introduction

Bokong is a community council situated in the high‑mountain Thaba‑Tseka District of Lesotho, characterized by rugged terrain, remote villages, and breathtaking vistas. According to the 2006 census, the community had a population of 18 000. The area includes a number of small, scattered settlements such as Ha Joele, Ha Makhangoa, Ha Nkhunyane, and Sephareng, among others. Given its altitude and location in the Maloti Mountains, Bokong’s natural environment plays a central role in the daily lives of its inhabitants—not only as a backdrop to their rural existence, but also as a source of ecological and economic opportunity via tourism.
The Bokong Community Council serves as the local government structure for this dispersed population, operating under Lesotho’s system of elected community councils. Its responsibilities include managing local infrastructure (like roads), water supply systems, and community development. For instance, in the agricultural census, Bokong was reported to have relatively limited tarred road access, with only 3 of its villages having tarred roads. The council also plays a key role in collaborating with national and development partners — such as in water‑resource and environmental projects linked to the Lesotho Highlands Water Project, which impacts local governance and resource management in Bokong.
