Menoaneng is a community council in the Mokhotlong District of Lesotho, located in the remote, mountainous region around the village of Libibing.  As part of a largely rural and geographically challenging district, Menoaneng is deeply affected by issues such as limited infrastructure and economic opportunity, but it is also active in community-driven development.

Governance in Menoaneng is carried out by the Menoaneng Community Council, which plays a central role in local planning, service provision, and development. The council has been recognised as a Centre of Excellence (COE) by Gender Links, highlighting its efforts in gender mainstreaming and inclusive governance.With 35% women’s representation among councillors, maternity and nursing provisions for staff, and budget allocations for gender-responsive projects, the council has made gender equity a priority in its action plans.
