Introduction

Hleoheng is a community council located in the Leribe District of the Kingdom of Lesotho. The area lies at an elevation of around 1,677 metres above sea level and includes numerous villages such as Ha Akabe, Ha Barete (St Monicas), Ha Lekepetsi, Ha Mafata, Ha Nyenye and many others. Given its location in the Leribe highlands and near the South-African border town of Maputsoe, Hleoheng reflects a mix of rural settlement patterns, cross-border influences, and community-scale infrastructure challenges typical for Lesotho’s local administrative zones.
The Hleoheng Community Council is the locally elected body tasked with overseeing governance, development planning, service delivery, and community participation in the Hleoheng area. It has actively engaged in initiatives to strengthen gender & inclusion: for example, the council developed a gender-action plan aligned with the SADC Gender Protocol and the Sustainable Development Goals.
