The council has a gender policy that guides its operations vis-à-vis gender and service provision. Currently, there are 13 councillors (10 male and 3 female). Shurugwi Town Council has five committees, and only two are chaired by a woman. The deputy mayor is female. In Shurugwi young people, people with disabilities and women in the community participate mostly in participating freely in ward development, health club and budget consultative meetings. Women’s attendance at these meetings is usually higher than that of men as 51-75% of women participate at these meetings.
Shurugwi has a total workforce of 118 (98 men; 20 women). There are no women in management at Shurugwi. Only the accounts clerks are employed in non-traditional areas of employment. Zimbabwe by law prescribes maternity leave thus Shurugwi provisions for it. The council does not prescribe to paternity leave. The council has no Sexual Harassment policy thus cases of this nature are addressed using the council code of conduct. The council has ensured Disability-friendly access to its buildings by constructing ramps to the council offices. In addition, almost 80% of business shops and other service providers have ramps for easy access by the people with disabilities.
