
Mozambique: gender and elections
Mozambique uses the proportional representation electoral system, and only the ruling FRELIMO party has a voluntary quota of 40% for women’s representation. The party achieved its quota. However, none of the other parties have any form of quotas in place; as a result, WPP remains below 40%.
These results point to a need for a legislated quota that applies to all parties. This, working in concert with the “zebra” list system, which requires that women and men be evenly distributed in PR lists, would guarantee an increase in women’s representation.
