Namibia uses a proportional representation electoral system, with a voluntary party quota (ruling SWAPO) at the national level and a legislated candidate quota at the local government level.

Namibia has made history with women dominating top government roles, featuring the first female President (Netumbo Nandi-Ndaitwah), Vice President (Lucia Witbooi), and Speaker of the National Assembly (Saara Kuugongelwa-Amadhila), making it the first country with women in the top three leadership positions and achieving high female representation in its cabinet (around 57%).

This reflects significant progress in political empowerment, with policies supporting gender equality driving this landmark female leadership, which is being globally recognised as a significant step for women in governance.
