Gender Links Zimbabwe, in partnership with the Ministry of Local Government and Public Works, is implementing the Promoting Gender Responsive Budgeting (GRB) Programme with support from Diakonia. This initiative addresses resource-allocation gaps for gender programmes that were identified through the Centres of Excellence (COE) programme.

In response to the 2021 directive from the Ministry of Finance and Economic Development requiring all ministries, departments and agencies to submit a GRB Statement with their budgets, Gender Links Zimbabwe and the Ministry of Local Government and Public Works jointly developed a GRB Toolkit to guide local authorities in planning and implementing gender-responsive budgets. The ministry has since made it mandatory for all local authorities to submit a GRB Statement alongside their annual budgets as a condition for budget approval.
