
Ismael Mbotimina Sophie

Married, mother of three children, and born in Vohémar, she is a committed woman, combining technical expertise and administrative rigor in her duties within the Ministry of National Education. Her specialization lies in public finance and management, backed by advanced academic credentials including a Masters Degree (BAC+5) in Disaster and Risk Management from the University of Antananarivo and a Master of Science in Management with a focus on Finance and Accounting from the University of Toamasina.
Over her fifteen-year career, she has accumulated substantial experience within Madagascar’s education sector, including thirteen years of service with ONaPASCOMA under the Ministry of National Education. Currently, she holds the position of Director at ONaPASCOMA’s Central Directorate. Her career trajectory within the ministry has seen her take on progressively responsible roles, first as Accountant for the Administrative and Financial Services before advancing to become Legal Claims Officer for the School Insurance Department.
Prior to joining the public administration, she contributed her skills as Activity Manager at TL3B Consulting, a key implementation partner for the Millennium Challenge Account (MCA) program, where she played an active role in executing Madagascar’s landmark land reform initiative.
Her professional toolkit includes complete fluency in Malagasy and French, along with working knowledge of English and German. On the technical side, she possesses advanced skills in office productivity software (particularly Word and Excel) and has extensive experience with database management systems.
