While a handful of countries had achieved the 30 percent target for women in parliament, the majority lagged behind. Governments had conveniently narrowed the focus down to political decision-making, ignoring the more difficult areas like the uniformed services and the private sector. Even then, key areas of political decision-making, like local government, hardly featured in the discourse.
