Sub urban municipality of Toamasina

Toamasina Sub Urbain is a rural municipality of the second category. It belongs to the district of Toamasina II, which is part of the Atsinanana region. The population of the municipality amounts to 25,747, including 15,622 women and 10,125 men. Crafts, agriculture and trade are the main occupations of the population. This commune is responsible for supplying the urban commune of Toamasina. 

Before the intervention of Gender Links (GL), gender was considered as "a women’s cause". The municipality did not take gender issues into consideration in its program. In 2012, the municipality became a center of excellence for GL and began to integrate the gender approach into its programs.

 The municipality was able to implement activities to convince the community, namely, the supply of drinking water, the construction of a pumping station, the improvement of public lighting, the construction of a basic health center, the rehabilitation of a road. The municipality has allocated a very significant amount of its budget to finance the gender program. The existence of the action plan initiated by GL has brought many changes at the community level, notably the achievement of the objectives defined in the action plan.

 At the level of the work system: there is a new relationship between the municipality and the users. The municipality has undertaken capacity building for women on first aid, women’s participation in political life and different agricultural techniques. The men were able to participate in events such as March 8th, the 16 days of activism organized by the municipality. They were able to accompany their wives in the preparation of tasks at home.
