Introduction

Shurugwi Town Council is the local authority in Midlands Province, Zimbabwe 31 kilometers outside Gweru City Council along Zvishavane road. Shurugwi's economy has historically been driven by mining and agriculture and is also famous for its natural heritage site the “Boterekwa’ escarpment. The council has a gender policy in place.
The council is a spoke in the hub and spoke programme for gender mainstreaming having been mentored by Gweru City Council. It has 13 wards 6,490 households and an average of 3.6 household size per family.
Community engagement is also a key aspect of the council's work, where residents are encouraged to participate in decision-making processes and provide feedback on service delivery.
