The council has matured with age and has exhibited signs of growth within the COE. Zimbabwe International Trade Fair is the gateway to Bulawayo. The City of Bulawayo is a hub council which mentors Victoria Falls, Lupane Local Board and Hwange Local Board. The city council serves 178,717 households with an average size of 3.7 per household.
