Masvingo Rural District Council (MRDC) is located to the South of Masvingo City, and it covers the Rural Districts in Masvingo. It is home to the National heritage site, Great Zimbabwe ruins and they share the jurisdiction with Masvingo City Council which is also a Centre of Excellence.

The council area is well renowned for its strong cultural beliefs and background. It has been thoroughly engaged in the COE and making headway in their progression to becoming a true COE. Masvingo RDC is a spoke council in the hub and spoke programme for gender mainstreaming in local government being mentored by Bikita RDC. The council is serving 57,890 households with an average household size of 4.1.
