Gutu Rural District Council is located in Masvingo Province of Zimbabwe, 94 km north of Masvingo town. It is bordered by Chikomba District in the extreme North, Buhera District in the Northeast, Bikita to the East, Masvingo District to the South and Chirumanzu District in the Midlands Province to the West. The council is serving 53,595 households with an average household size of 3.9.

The council is a spoke council in the hub and spoke programme for gender mainstreaming in local government, mentored by Bikita RDC. The council has a vocational training centre and a junior council in place.
