The council is a spoke council mentored by Mvurwi Town Council in the hub and spoke programme for gender mainstreaming. Bindura Municipality has youth programmes aimed at encouraging youths to access SRHR services and Human Immuno-Deficiency Virus (HIV). The council also has empowerment programmes like cobra making for women. According to the 2022 population census council had 12 wards, 14,043 households with an average size of 3.7 per household.
