The Municipal Systems Act, 32 of 2000 requires all municipalities to develop 5 year Integrated Development plans and review them annually. Ba-Phalaborwa has developed the IDP within an approved IDP process plan and engaged in a consultation process to ensure that communities become part of the planning and decision-making processes.

The Municipality engaged in a strategic planning session, where a SWOT analysis was established and strategic objectives were developed. The process was followed by the development of projects emanating from the needs and challenges identified in the strategic planning session and IDP public participation.
