The municipality of Antanamintarana is a rural municipality located 15 km from the city of Diego Suarez, in the Diana region. The main occupations of the population are agriculture, livestock farming, and fishing.

Before the municipality joined the center of excellence process, there was a general lack of awareness of women's and men's rights to participation. The municipality did not have any projects or activities to attract technical and financial partners. Many associations, especially those working on women's issues, were not legally constituted, and the rate of violence continued to rise. 
In 2010, the municipality of Antanamintarana was integrated into GL's center of excellence. Municipal officials are convinced of the importance of the gender approach. They have been able to set objectives to promote various gender-focused activities, and the gender approach is a tool for bringing about change in attitudes and behavior at the societal level.  
The municipality has completed steps 01 to 10 of the process. Among the major activities undertaken, we can mention the development of a gender action plan with mention of the allocated budget, which is known to all. The municipality has also held awareness-raising and information sessions on the objectives of the SADC Protocol on Gender and Development. It has distinguished itself by installing an internet network, enabling its members and others to connect with the outside world, discuss issues, and stay informed, especially during cyber dialogues and 16 Days campaigns. It also has a structure for combating gender-based violence (GBV), which has been approved by the Municipal Council. Women's economic empowerment is not neglected, as there is a group dedicated to this issue. Actions to mitigate the effects of climate change have been implemented, notably through the establishment of a forest management group and the empowerment of women's associations to manage drinking water distribution and reforestation.
