The municipality of Ankazobe is an urban municipality belonging to the district of Ankazobe in the Analamanga region. It is located 100 km from Antananarivo, connecting the province of Antananarivo and the province of Mahajanga. Agriculture, livestock farming, fish farming, and education are the main occupations of the population. The municipality is one of those that have benefited from the support of the SAHA program on the principles of good governance. The integration of the gender approach is important for this municipality because it allows for greater efficiency in administrative and budgetary measures and a better assessment of their respective impacts on men and women in the municipality. The existence of the legally constituted gender committee, established following training initiated by GL, has enabled women and men who are victims of violence to speak out and break the silence. The COE process makes the municipality more accessible to local women and peasant women, as they can identify more closely with their communities than in the past. This change has been made possible by improving the quality of service offered to users, the capacity to coordinate responses to gender-based violence (a responsibility shared between stakeholders in a complementary manner), and budget planning that takes into account the elements stipulated in the “gender and development” action plan.
