A center of excellence since 2011, the rural commune of Andriambilany has a population of 8,588, including 4,237 men and 4,351 women. Spread over an area of 56 km², the population's economic activities are centered on agriculture and livestock farming. The municipality has a public health center, seven public elementary schools, and one general education middle school.
Introduction
The municipality of Andriambilany is a rural municipality located in the District of Ambatolampy, 68 km from Antananarivo. The municipality is located on the RN7 national road and covers an area of 56 km2. The population lives mainly from agriculture, livestock farming, and crafts. Before GL's intervention, it was noted that the gender approach was already being considered at the municipal level. However, the municipality did not yet have a specific policy or action plan on gender. At the community level, gender stereotypes were still very much present. Women were not financially independent, which led to a high incidence of violence. As the mayor of the municipality was a woman, GL's arrival was timely and, after an initial meeting, municipal officials were convinced of the importance of integrating gender at the municipal level. Thanks to an action plan developed by the various entities and deliberated by the council members, the municipality was able to set up a green space in each Fokontany (village) as a space for dialogue on gender issues. The municipality was also able to provide technical and financial support to vulnerable women by strengthening their capacities. Actions to combat violence were undertaken. In addition, the municipality distributed land certificates to women. Overall, the municipality was able to meet the practical and strategic needs of women. A significant budget was allocated to gender-related activities.
