Ambohibary Rural Municipality
A center of excellence since 2011, the rural municipality of Ambohibary is located in the Vakinankaratra region. With a population of 64,090, the municipality is made up of 19 fokontany (villages). In terms of infrastructure, the municipality has 3 public health centers, 25 public primary schools, 2 public secondary schools, 2 high schools, a private university, and a vocational training center. The main economic activity of the population is centered on agriculture: the production of carrots, vegetables, fruits, and forestry. The municipality is also renowned for its cheese factories.
Introduction

In addition to the municipalities already selected by Gender Links as Centers of Excellence for the promotion of gender equality at the local level—which have been applying this approach since 2010—the organization expanded its activities in 2011 to other areas, including organizations working for gender equality and local governance.
Recognizing the complementary nature of their objectives, particularly with regard to strengthening local governance in Madagascar, the NGO Gender Links and the SAHA Program signed a partnership agreement in July 2011. The main objective of this agreement was to integrate gender issues into local government management.
As part of this collaboration, 16 municipalities supported by the SAHA Program were selected to implement a project to promote gender equality and combat gender-based violence (GBV). Among them is the rural municipality of Ambohibary, located in the district of Antsirabe II, Vakinankaratra region.
The rural municipality of Ambohibary covers an area of 220.845 km² and has 19 fokontany. It is located about 26 km north of Antsirabe, at the intersection of National Road 7 (connecting Antananarivo to Toliara) and National Road 43 (connecting Ambohibary to Faratsiho). The commune has 56,006 inhabitants, including 27,032 men (48%) and 28,974 women (52%).
