The council has a gender policy that is enshrined in the council Human Resources manual. They also have a number of policies that guide their operations vis-à-vis gender and service provision. Currently, there are 11 councillors (9 male councillors and 2 female). The 2018 elections will be a platform through which the proportion of female councillors may be increased from the current 18%. The Deputy Mayor of the council is female.
Bindura Municipality has five committees, and none are chaired by women. Council has a junior council that is composed of more girls than boys. However, the mayor of the junior council is male. In Bindura young people, people with disabilities and women in the community participate mostly in campaigns against early marriages and gender-based violence. Men also form part of these campaigns. Between 51 and 75 percent, women participate in public consultations. These include water and sanitation meetings, community-based planning and budget meetings.
Of the total workforce, the council employs 25 percent women and 75 percent men. Women are only 22 percent of management. The deputy finance director, Civil technician and Water works supervisor are women. The Council amended the recruitment, selection and promotion policies to increase the proportion of women in the workforce.
Zimbabwe by law prescribes maternity leave thus Bindura provisions for it. However, there is no paternity leave. The council has a sexual harassment policy. Only 1 case of sexual harassment has been reported. The council has ensured Disability-friendly access to its buildings by constructing ramps.
Bindura Municipality allocates a substantial budget to gender-related projects, these amounts have increased from 2016 to 2017.

As part of the of the Council's participation of youth and disabled the council involves them through the Water and
Sanitation programmes which deal mainly with recycling of waste. In the health sector council has two functional clinics which have both OI and ART which cater for people with HIV and AIDS.
