Madagascar: Stratégie de changement pour l’égalité et la dignité

This story highlights a strategic movement-building effort in Madagascar aimed at strengthening equality, dignity, and meaningful participation for marginalised communities through coordinated advocacy, coalition work and sustainable organisational change.

The change strategy implemented by JUSTICE EGALITAIRE POUR EL (JEPE) emerged from a recognition that many communities in Madagascar continue to face exclusion, discrimination and limited access to information and decision‑making spaces. The organisation sought to address these barriers through a coordinated movement‑building approach under the Marang LGBTIQ Fund.

The strategy began with a detailed analysis of structural gaps affecting marginalised groups, who often lacked visibility, institutional recognition and platforms to participate in shaping policies affecting their lives. JEPE responded by carrying out targeted advocacy, grounded in evidence and community testimonies, to raise the issue on public and institutional agendas.

At the same time, community mobilisation played a central role. Workshops, dialogues and awareness campaigns helped build a collective understanding of the challenges and encouraged stronger ownership of the change process. Partnerships with other organisations strengthened the movement’s legitimacy while pooling knowledge, networks and resources.

As these efforts took root, tangible change began to emerge. Institutional actors improved their practices, demonstrated greater recognition of the issues and took steps towards more inclusive decision‑making. Communities gained increased access to information, strengthened capacities and newfound confidence to express their needs and influence outcomes. This signalled a transition from a context of marginalisation to one where participation and collaboration became increasingly possible.

The significance of this transformation is far‑reaching. For the movement, it solidifies credibility and demonstrates that coordinated, inclusive and evidence‑based advocacy can produce lasting impacts, even within challenging structures. It also lays the foundation for scaling the strategy to new regions and integrating it into broader institutional frameworks.

To ensure long‑term sustainability, JEPE has ensured that project gains are embedded within established systems, strengthened local leadership and created frameworks for continued monitoring and collaboration. Through documentation and sharing of lessons learned, the organisation aims to support wider replication and contribute to long‑term social change.
