Umguza Rural District Council has done a lot of capacity building and introduced new initiatives to ensure development and productivity in the district. For staff motivation and capacity building, council has facilitated for the improvement of its staff through its manpower development policy that has seen all heads of departments and their assistants getting degrees as well as lower level staff being allowed to go on study and seconded to development workshops regardless of sex. This has brought forward staff retention and new initiatives from the trained personnel. The Council offices have been given a facelift and Umguza RDC also boasts of having the best boardroom in the country so far. For service delivery, a new fleet of vehicles, trucks, dumpers, survey station and tractors as well as a new grader were bought to ensure effectiveness and efficiency in carrying out task. Moreover URDC boast of having a female engineer who is very articulate in carrying out her duties. In environmental protection, Council ’s Conservation and Land use by laws had orders amended to them to conform to changes in the prevailing economy and this has helped to curb rampant poaching in the area due to its proximity to an urban Council. Partnerships with WASH and the Community Share Ownership Scheme have also seen council carry out service delivery through water provision and sound sanitary facilities at schools and all council wards. It terms of Governance, URDC is up to date with salaries and all statutory obligations are met on time. In a nutshell this is a huge improvement from a local authority which in the past could not afford its statutes and only had one vehicle for service delivery. Since most of its efforts were through hard work it has shown a clear picture of ZIMASSET at play.
