This Handbook focuses on strengthening the Centres of Excellence (COE) for Gender in Local Government Zimbabwe. The Programme is rooted in research conducted in 2010 entitled At the Coalface: Gender and Local Government in Zimbabwe. Strategy meetings with key stakeholders including the Ministry of Local Government Public Works and National Housing; Ministry of Women
Affairs, Community, Small to Medium Enterprise Development, and ZiLGA following the research led to the adoption of the COE model.
