Madagascar: Collaborating with women to advance GBV prevention strategies

Community leader Jacquelin works to combat GBV in Nosy Varika through collaboration with women’s groups, authorities and partners, strengthening prevention, protection and community accountability. 

RAZARIMANANA Jacquelin is a focal point of FPFE and Head of the District Population and Solidarity Service in Nosy Varika, Madagascar. He has worked against GBV since 2011, across regions including Matsiatra Ambony and now Vatovavy. Nosy Varika is remote and difficult to access, with 19 communes facing high GBV risks, early pregnancies, child marriage, mining‑related exploitation, and violence. 

In 2025, Jacquelin and partners organised six community dialogues on SBC and AAP, advocacy workshops with women’s associations, traditional leaders and local authorities, and GBV awareness activities across seven communes with support from TKI, Médecins du Monde and UNFPA. Survivors received psychosocial support. 

A GBV referral pathway and form were developed with Médecins du Monde. A district SBC platform is being established with UNICEF to address child protection and rights violations. 

The change is visible: increased awareness of the 2019 GBV law, stronger community participation, involvement of women’s associations as local relays, and improved communal governance. Citizens increasingly engage in accountability dialogues, service delivery improves, and district‑level coordination strengthens. 

Sustainability is seen through a 45% reduction in child sexual violence cases in 2025, functioning VBG referral systems, active community actors, and growing numbers of local leaders. Associations, notables, women’s groups and state services collaborate more effectively, creating a strong GBV prevention network.
