Gender Links started to work with Moramanga municipality in 2012. Although there is lots of commitments the Action Plan still need to be approved by Council. This is the first time that verification is done for this Council.

The Council was not aware about national, regional and international instruments and laws. Some villages were not aware about gender concepts and gender discrimination. The Council has done lots of progress since working with Gender Links. 

Heads of villages are changing their mindsets and believe in gender issues and gender equality. Although the Action Plan needs to be approved by Council, it is being implemented. There is a vibrant “Conseil d’ecoute juridique” for cases of gender based violence. 

The organisation works in partnership with villages and the police and has been able to help lots of survivors. The Council participates in the 16 days campaign and has put in place a climate change project regarding deforestation. The Council is also involved in voluntary testing and counselling for HIV. The main challenges are finance and the political instability. 

The other challenge of the Council is communication with other councils. The Council is more aware on gender issues. Heads of villages take gender seriously and make it a point to talk on gender when they talk to the community. The Council wants to put in place a site web for the Council so that all information on the Council can be obtained at the click of the mouse. 

The score card done in 2012 and in 2013 shows some progress in certain fields, for instance, women participate a lot in events and activities. The Council has a plan to encourage women to sell their articles in the market. The geographical position of the Council is an opportunity. The climatic condition helps to plant fruit and vegetables.

 The Council is close to the extraction of cobalt which helps the economic development of the locality. 90% people employed in the cobalt industry are residents of Moramanga. Cobalt is being exploited by Canadians, the Council, can therefore make a plan to work in collaboration with them for that they have more funding for their projects. Gender Links Madagascar, must go to this Council at least once to discuss with the authorities. The workshops have been done by facilities contracted by Gender Links.
