Mutoko is a rural council in Mashonaland East province, Zimbabwe and is about 143 km from Harare. It was established as an administrative station in 1911. Mutoko area was named after Chief Mutoko, and the area is also known for being a very mountainous region of Zimbabwe therefore as such it is an important source of granite stone.

The district has a total population of 161,091 of whom 52% are females and 48% are males. Mutoko RDC is serving 40,784 households with an average size of 4. The council is a spoke council in the Hub and Spoke programme for gender mainstreaming.
