Introduction

The City of Mutare is a statutory body established under the Urban Councils Act (Chapter 29:15). It is mandated to provide essential services to residents within its jurisdiction. The city is divided into 19 wards, each represented by an elected Councillor, alongside 6 proportional representation Councillors.
Located 263 kilometres east of Harare and 290 kilometres west of the Port of Beira in Mozambique, Mutare spans 16,700 hectares, The city has a population of 224,802, served across 60,353 households, with an average household size of 3.7. Mutare is a hub council for Manicaland province councils and has won multiple awards for its role in providing gendered service delivery and promoting gender equality nationally and regionally.
