Emfuleni Local Municipality (ELM) is a category B municipality in terms of Chapter 1 (Part 1) of the Municipal Structures Act 117 of 1998. The name “Emfuleni” refers to a well or a fountain, and it is a place identifiable with a pool of water. The name Emfuleni is derived from the Vaal River, Suikerbosrand River, Kliprivier and Vaal Dam. The Vaal River is a water source for Gauteng Province and beyond as a primary supplier of water to the economic heartland of South Africa. It is part of the three (3) local municipalities constituting the Sedibeng District Municipality (SDM). The other constituent municipalities within Sedibeng are Midvaal and Lesedi. Towns within Emfuleni Local Municipality are Vereeniging and Vanderbijlpark and townships include are Evaton, Sebokeng, Boipatong, Bophelong and Sharpeville. Sedibeng District Municipality, in which Emfuleni is located, is surrounded by three provinces of Free State to the south, Mpumalanga to the east and North-West to the western part. This makes the district and Emfuleni to be critically developmental because of its inward and outward migration to and from the surrounding provinces and the districts of Gert Sibande (Mpumalanga Province), Fezile Dabi (Free State Province) and Dr. Kenneth Kaunda (North-West Province).
