














The Protocol campaign is built on research that has been conducted over time to help focus on the key issues. In 2005, gender NGOS came together to conduct an audit on the SADC Declaration on Gender and Development which provided the arguments for elevating the Declaration to a Protocol. The thematic papers are found under each theme.
In early 2008, in anticipation of the Protocol being adopted, cluster lead organizations prepared strategy papers to help guide the Alliance advocacy campaign around the Protocol. These are also found under each theme.
In August 2008, heads of state of the Southern African Development Community (SADC) signed the Protocol on Gender and Development that contains 28 targets for achieving gender equality by 2015. The alliance conducted a baseline study of the Protocol targets which was launched at the 2009 Heads of State Summit. This will be repeated annually.
