
















On-the-job capacity building is central to the gender and governance work. This has included using the research to develop country-specific training manuals as part of training of trainer workshops that are described in country reports.

Gender action plan training manuals
These manuals have been written for local authority councillors and staff at district and local levels. They provide the source material for four-day workshops that will result in gender action plans to be integrated into council plans and budgets as well as plans and to end gender based violence.

Centres of excellence for gender mainstreaming in local government
The centres of excellence for gender mainstreaming concept is a follow up to the gender and local government research, strategies and Gender and GBV action plans roll-out that have been taking place from 2007 - 2010 across municipalities in the SADC region that Gender Links has been working with. In 2010, Centres of Excellence in Gender Mainstreaming in Local Government training modules were developed and currently GL is in the final stages of finalising a generic COE traning manual that is based on the new updated COE process. The COE's that completed the initial six stages of the first COE model were awarded certificates at the second Gender Justice and Local Government Summit and Awards.
