In 2006 the globally publicised UN Secretary General's Study on Violence against Women urged all member states to develop multi stakeholder action plans for ending gender violence. This in response to questions around the effectiveness of 16 Days of Activism campaigns in preventing gender violence. In response to this call GL worked with governments, NGOs and other strategic partners in at least 9 SADC countries to deepen the campaigns by developing them into year-long National Action Plans to End Gender Violence. The development of these plans built on two audits of progress made in ending gender violence. The first was undertaken by GEMSA across the region in 2004, and the second was a comprehensive audit of commitments made in South Africa by GL in 2005. These audits revealed a need for campaigns to be organised around specific plans, targets and indicators, all of which are captured in National Action Plans (NAPs).

In 2010 audits of NAPs were carried out in Botswana, Mauritius and South Africa in conjunction with the pilot studies of the GBV Indicators Project. GL remains committed to the implementation of effective NAPs and conducted a regional audit of NAPS in February 2011. In March 2011 the focus on policy and action plans expanded to included issues of Care Work. Through the Centres of Excellence for Gender Mainstreaming in Local Government, GL will begin to work with several partners towards local level policies and action plans that ensure the recognition and regulation of care workers.

Delegates adopted what is now known as the Kopanong Declaration in which a broad cross section of South Africans committed to a joint campaign for eradicating this gross human rights violation.
