The SADC Gender Protocol 2010 Barometer is a sequel to the 2009 regional baseline study of the provisions of the Southern Africa Development Community (SADC) Protocol on Gender and Development against the reality across the SADC region. For Namibia, it was interesting that the citizens scored their Government at 79% on the Citizen's Score Card. This was the highest score in the SADC region, followed by Mauritius at 78%, the lowest being Madagascar and Zimbabwe; both at 38%.

Namibia, at the time of launching the 2010 Regional Barometer, was one of the then three (3) countries that had ratified the SADC Gender and Development.
