Lesotho Local Government Gender Action Plan Training Manual

The local government gender action plan workshop manual is a product of the Training of Trainer (TOT) workshop that took place in Johannesburg in November 2007. The workshop brought together representatives of gender and local government ministries, local government authorities and their staff from the four case study countries of the GL study: At the Coalface, Gender and Local Government. The four countries are Mauritius, Lesotho, South Africa and Namibia.

The manual is designed as a complement to Local Government Gender Strategy which seeks to give effect to the National Gender and Development Policy (2003) at the local level. The manual provides the tools for understanding what gender mainstreaming is; why it is important; and how to go about developing a gender action plan.

Special thanks are due to the Mrs Mathau Futho-Letsatsi, Direct Gender and Mrs Deliwe Kambule as well as the district gender officers of the Ministry of Gender, Youth, Sports and Recreation who shaped the generic manual for use in during the TOT.

The manual has been translated into Sesotho so that the local councillors and officials, who are the main recipients of the training, can understand the manual better.
